IPS Plugin [5.x] Warning Message in Messenger Form 1.0.0

The plugin will give administrators the ability to display a text in the form of a messenger to inform users about its use when they try to send a message to someone from the staff (selected groups). Additionally, you can specify a forum that will encourage users to create a new topic to avoid requesting support via private messages.
