Add users to various groups depending on how they are banned or if they are rejected/disabled
On install, the "Add User Group on Ban" setting is copied into the new ban group settings.

Add User Group on Ban (spamclean)
Add User Group on Ban (Permaban)
Add user group on reject
Add user group on disable
